The youngsters used a dismantled government building to build the library. They themselves turned into masons and carpenters. Chief Minister Pema Khandu, praised all the students who have come forward for this initiative. The entire work was finished in 40 days under the supervision of the All Tawang District Students' Union (ATDSU). Pema Tsering, student leader and also in-charge of the library construction committee, said that books are rare to find here as Tawang is a remote district.

He added that they observed that not many people read books these days, they wanted to inspire others to get back to their reading habit especially the youth. The library cost around ?6.5 lakh. Tsering said that they used the money from the union's fund and even received assistance from their well-wishers.
