Anti-Cheating Bill Passed: 10 Years Jail and Rs.1 Crore Fine
Government passes anti-cheating bill to curb organized exam fraud, showcasing IPS Manoj Kumar Sharma's inspiring story in '12th Fail' movie.
On 5th February 2024, the Central government passed the “anti-cheating” bill titled The Public Examinations (Prevention of Unfair Means) Bill, 2024 in Lok Sabha. The bill was proposed by Union minister Dr Jitendra Singh and aims at stopping paper leaks and malpractices in recruitment examinations and entrance tests of civil service, union ministry, railways, public banks etc. like UPSC, SSC, NEET, JEE, and CUET. Dr. Singh announced that the bill targets organized gangs and institutions engaging in unfair practices like paper leaks for financial gains while safeguarding candidates from its provisions. Therefore, the proposed bill suggests a minimum of 3 - 5 years of imprisonment for cheating and 5 - 10 years imprisonment along with ?1 crore fine as punishment for a person or group of people including the examination service provider found guilty of organized cheating. All offenses under the Bill are non-bailable, and non-compoundable. This means that the police can take action without a warrant, the accused won’t be eligible for bail, and offenses cannot be settled through compromise. The bill is awaiting approval from the Rajya Sabha and President Droupadi Murmu.
We don’t understand why people cheat in exams, especially in public service exams like UPSC when the designation it provides after passing demands utmost honesty. We believe that no matter how hard one has to try, or how many attempts one has to give, one should pass the exams on their own merit with full honesty & without cheating. And we learn this principle from IPS Manoj Kumar Sharma. Indian Police Service
He failed his HSC then his UPSC prelims and main exams multiple times but he didn’t cheat, rather he worked harder for the next attempt everytime he failed. He even didn’t let his financial condition become a hurdle in his aim. He worked as a peon, drove tempos all while studying along and even slept on the road with beggars but never cheated or gave up. His story is so inspiring that famous Bollywood director Vidhu Vinod Chopra made a movie on it named ‘12th Fail’ starring Vikrant Massey. We at ISH interpreted the movie’s trailer, remember? 12th Fail was a box movie success and received a lot of positive reviews. Vikrant Massey even won the Filmfare Best Actor (Male) 2024 Critic Choice Award for his performance in the movie.
