2019 Congress Manifesto Highlights

On 3rd April 2019, the Indian National Congress released their Manifesto for the 2019 Lok Sabha Elections. The manifesto was released in the presence of Congress President Rahul Gandhi, Sonia Gandhi former Prime Minister Manmohan Singh, Priyanka Gandhi. P Chidambaram was the head of the Manifesto committee.  Congress has said that their Manifesto reflects the hopes of the people.Mr Chidambaram said unemployment, farmer distress and security of women are the top three issues. He said that the Manifesto focusses on real employment problems. The theme of the manifesto is to marry wealth and welfare.

Here are the highlights,

Linguistic Minority:

The congress has promised to support the use of Sign Language, that is used by millions of Deaf people.  They have promised to make sure in schools, education will be given in the mother tongue of the child.

NYAY:

Congress has promised to introduce the Nyuntam Aay Yojana (NYAY) under which Rs.72,000/year will be transferred to the poorest 20 percent of households in India. It will be transferred to the woman in the household.

Jobs:

The Congress has promised to make jobs, their number 1 priority. It has promised to fill all 4 lakh central government vacancies before March 2020. They will request state governments to fill 20 lakh vacancies as well. The manifesto says businesses will be rewarded for job creation and employing more women.

Healthcare:

Congress promises to implement the Right to Healthcare Act. This law will guarantee every citizen free diagnostics, out-patient care, free medicines and hospitalisation, through various government hospitals and some private hospitals.

Agriculture:

The Congress has said that, they will present a “Kisan Budget” specially for farmers. They have also promised to implement a National Commission on Agricultural Development and Planning.

GST:

Congress will simplify the GST rules with a single moderate rate of tax. They have also promised panchayats and municipalities a share of GST revenues.

Reservation:

The Congress has proposed, 33% of seats for women in the Lok Sabha and the State Legislative Assemblies. They have even promised 33 percent of all posts/vacancies in the Central Government for women.

Aadhar:

Congress will pass a law on privacy. They will also restrict the use of Aadhar to what it was originally meant for.

Right to Homestead:

Congress said it will pass the Right to Homestead Act. This law will provide a piece of land to every rural house-hold that does not own a home or own land. So that they can build their own home.

Hate Crimes:

The Congress has said that they will work to prevent mob violence, lynching, prevent atrocities and hate crimes against the SC, ST, women and minorities. If, in such cases, the police and district administration do not carry out their duties as per the law, they will be punished.

AFSPA:

The Congress manifesto has promised to review the controversial AFSPA Act, which gives special powers to security forces in disturbed zones like J&K and some parts of the North East.
